Ten Strands: The Outdoor Learning and Environmental Literacy Act of 2026
California students are facing rising absenteeism, increased anxiety and depression, and unprecedented levels of daily screen time. Decades of research shows that outdoor learning improves attention, academic achievement, mental and physical health, and student engagement. AB 2158 (Hoover) recognizes outdoor learning as a research-backed, standards-aligned instructional approach and directs the Superintendent of Public Instruction to develop statewide guidance for its safe and equitable implementation. The Bill passed the Assembly 61-0 and now goes to the State Senate. The bill preserves local control, creates no new curriculum mandate, and — contingent upon appropriation — establishes a three-year pilot program to evaluate student outcomes.
